PROJECT SPEED WARDEN

 

INTRODUCTION

Project Speed Warden is an acronym for Special Eliminating Erratic Driving.

The project was designed and implemented by Provincial Constable Brook L. Beadow of the Kapuskasing Detachement of the Ontario Provincial Police.

The purpose of the project is to give police and O.F.S.C. Trail Wardens another means of enforcing speed regulations on O.F.S.C. trails in the area.

 

PHILOSOPHY

In the Kapuskasing area each year thousands of sledders utilize the extensive trail system in and around our surrounding area.  Recent local survey has indicated the number one concern to public safety was the excessive speed by snowmobilers.  Although, policing efforts in this area have increased and numerous charges laid, accidents have not declined.

Project Speed Warden equips warden patrols with a radar giving increased visibility to persons in authority policing the trails.  In turn with putting an extra onus on the owner of the snowmobile to supervise the operation of the sled.

This program's goal is to attain willful compliance to speed regulations.

 

THE PROJECT

Project Speed Warden trains local O.F.S.C. wardens in the proper operation of a radar.  Trail wardens will go on patrol in groups of 3 or 4 and set up with the radar in problem areas of the area trails. Violators of speed regulations and other regulations will be identified and most important the registration of the snowmobile obtained.

The wardens in turn will fill out a complaint sheet, stating the date, time, place, registration, make and model of snowmobile and the type of violation.  The complaint sheet will the be turned over the the Kapuskasing Detachment of the Ontario Provincial Police for processing. 

The registered owner will then be sent a letter from the O.P.P. advising them of the complaint.  The owner will be advised that any further complaints may result in the carges being laid or his/her trail pass being revoked.

After the second complaint, the registered owner will be asked to attend a hearing before a board composed of one member of the O.P.P., Head Trail Warden and a member of the Kap Sno-Rovers.  If the owner fails to attend and/or cannot give a reasonable explanation, then his/her trail pass will be revoked and a letter pursuant to the Trespass Property Act will subsequently be issued.
